Decree Reduces Bureaucracy, Attracts Up to R$ 2.1 Billion Annually, and Expands Access to Innovative Therapies for Thousands of Patients

Brazil is experiencing a turning point in the field of science and innovation with the regulation of the Law on Clinical Research with Human Beings (Law No. 14,874/2024) by Decree No. 12,651/2025. The new framework eliminates historical obstacles, accelerates ethical and regulatory processes, and positions the country as a potential global hub for clinical studies, with expectations of attracting approximately R$ 2.1 billion annually in direct investments from the pharmaceutical industry.

Currently ranked 19th in the IQVIA world ranking, the country has one of the most ethically diverse populations on the planet, a strategic characteristic for testing new drugs and vaccines. With shorter approval times, the total economic impact could reach R$ 6.3 billion per year, strengthening hospitals, research centers, and the entire healthcare production chain.

Clinical research, treatments, and job creation
In addition to economic indicators, the new framework expands patient access to innovative therapies. It is estimated that 286,000 Brazilians will participate in clinical research with early access to treatments for cancer and rare diseases, often at no cost to the public system, as the protocols are funded by private sponsors.

The advancement should also boost the job market. Projections point to the creation of 56,000 qualified jobs, especially in data monitoring, health regulation, and clinical protocol management. According to the executive director of ABRACRO, Fernando de Rezende Francisco, the growth observed in 2025 has already exceeded expectations in technical and regulatory areas.

Cascade Effect on the Healthcare Economy
Regulation for clinical research generates demand in strategic sectors. Technology companies are developing real-time monitoring systems, while specialized logistics gains relevance in the transport of biological samples under strict thermal control. The medical equipment industry should also benefit from the modernization of research centers and hospitals.

Data from Alvarez & Marsal indicates that the pharmaceutical industry generated R$ 162 billion in 2024. With the new regulatory environment, Brazil is moving beyond simply being a consumer of technology to assuming an active role in the development of new therapies, with projected growth of 9% per year in the healthcare sector until 2028.
