BCG’s Chris Meier outlines how advances in AI and new UK policies could accelerate drug development, streamline clinical trials and strengthen the country’s life sciences sector.

Every year, pharmaceutical companies invest billions in research and development, yet only a small fraction of newly discovered medicines reach patients. Lengthy clinical timelines, complex regulations and fragmented data infrastructures continue to delay progress. The UK Government’s recent plan to reduce clinical trial set-up times from nine months to ten weeks is an attempt to remove one of the most persistent bottlenecks in the drug development process.

For Chris Meier, Managing Director and Partner at Boston Consulting Group (BCG) based in London, this initiative arrives at a critical time. Leading BCG’s global work on AI, data and analytics in biopharma, Meier advises pharmaceutical companies on how digital innovation can shorten timelines, improve efficiency and enable new modes of drug discovery.

“The UK Government’s plan to cut clinical trial set-up times is a welcome move. The UK has many world-class hospitals where pharmaceutical companies want to run trials, and shortening start-up timelines will make the UK even more competitive and attractive globally.”

Streamlining trials for faster access

Clinical trials remain one of the most resource-intensive stages of drug development. Administrative processes alone can consume months, slowing access to innovative treatments. Meier believes that faster start-up times will make a measurable difference both commercially and scientifically.

The authorization granted to Embrapa does not, in itself, equate to the liberalization of the market. It enables essential elements for the production of safe and economically viable pharmaceutical inputs.

Anvisa's decision, published this Wednesday, to grant Embrapa's request and authorize the institution's cannabis cultivation research inaugurates a new phase in the public debate about the plant in Brazil. The permission, clearly limited to the scientific field and subject to strict controls, represents both a technical advance and a test of regulatory governance on a topic that coexists with social stigmas and economic interests.

In truth, from a legal standpoint, Brazil has not yet adopted a comprehensive regime for cultivation for medicinal use—authorized production has been granted on a case-by-case basis, under criteria from Anvisa (the Brazilian Health Regulatory Agency) and the Ministry of Health, and commercialization remains strictly regulated. The agency's decision regarding Embrapa (the Brazilian Agricultural Research Corporation) revives administrative precedents and technical votes that condition authorizations on individual projects and safety rules, showing that public policy has advanced through ad hoc decisions, without a single, consolidated framework.

Director of the Campinas Institute of Clinical Research (IPEC) highlights the need to address fundamental social causes of inequality.

A recent, long-term study from the Longitudinal Study of Adult Health (Elsa-Brasil) reveals a disparity in the health of the Brazilian population. Rates of chronic diseases such as diabetes, hypertension, obesity, and chronic kidney disease are higher in the Black population (Black and mixed-race) compared to the white population in Brazil.

In an alert during Black Awareness Month, the Brazilian Society of Cardiology (SBC), through its Atherosclerosis Department, emphasizes that these diseases are risk factors for cardiovascular diseases, such as heart attack and stroke.

The Elsa-Brasil study, which followed 15,000 people in the country for 15 years, provided data justifying the urgency of the issue:

• Diabetes: 27.7% of the Black population has the disease, compared to 16% among whites.

• Hypertension (Overweight): 29.4% of the Black population is overweight, compared to 19.7% of the white population.

• Obesity: The obesity rate is 27.4% among Blacks, compared to 16.6% among whites.

• Chronic Kidney Disease: Affects 11.1% of the Black population and 7.9% of the white population.

Racism is a fundamental factor

A new study finds that non-core and non-essential procedures may add significant burden to participants and research sites.

Clinical trial protocols are among the most complex and resource-intensive documents developed in pharmaceutical and biotechnology research. Designed to define objectives, procedures, participant criteria, and data collection practices, protocols serve as the operational blueprint for evaluating investigational therapies. However, as the range of study endpoints has grown, so too has the volume, complexity, and burden of data collection placed upon research sites and participants.

A new collaborative study conducted by the Tufts Center for the Study of Drug Development (Tufts CSDD) and 15 TransCelerate BioPharma sponsor companies provides fresh insight into the nature of this burden. Drawing on 105 multi-therapeutic protocols with primary completion dates after 2018, researchers analyzed data volume per study and per participant, classifying procedures into core, standard, and non-core based on the endpoints they support.

The results demonstrated a continuation of a long-standing trend: Clinical trials are collecting more data than ever before. Phase 3 trials now average 5.9 million data points, reflecting a sustained 11 percent annual growth rate since 2020. While this expansion supports increasingly sophisticated scientific objectives, it also introduces inefficiencies, executional challenges, and participant strain.

Study advocates for more inclusive clinical trials to expand vaccination

In an article published in the scientific journal Cell Host & Microbe by Cell Press (Elsevier group), researchers from Fiocruz analyze inequalities in vaccination coverage among groups vulnerable to severe Covid-19 and propose more inclusive strategies to ensure equity in the immunization of pregnant women, the elderly, and immunocompromised individuals. According to the study, despite the proven effectiveness of vaccines in preventing severe cases and deaths, uptake among these high-risk groups remains worryingly low in many regions of the world. The scientists discuss factors such as barriers to access, misinformation, and the lack of specific data on safety and efficacy for these populations.

"Effective vaccines only fully fulfill their role when they reach those who need them most. This requires evidence-based policies, clear communication, and truly inclusive clinical trials," say Fiocruz Bahia researchers Viviane Boaventura, Manoel Barral, and Thiago Cerqueira in the article, entitled Optimizing vaccine protection for high-risk populations. These conclusions reinforce the urgency of more equitable strategies based on scientific evidence, ensuring that the benefits of vaccines reach all population groups.

The article highlights that most vaccines are developed and tested in low-risk populations, excluding precisely the most vulnerable groups. This “protection by exclusion” creates significant gaps in scientific evidence and hinders public health decisions, in addition to favoring the spread of fake news.
